How to apply for residence permit

RESIDENCE PERMIT FOR THE PURPOSE OF STUDY

As you have all travelled to Hungary, it means you had been successfully accepted to this university and made another successful application to the Immigration Office. Most of you are 3rd country citizens which means your original residence is not in the Member States of the European Union or on the European Economic Area (Switzerland, Norway, Iceland, and Liechtenstein). According to the law each 3rd country citizens would like to stay in Hungary for more than 90 days within a 180 day period needs to apply for a residence permit. You will all get a residence permit card that allows you to stay here legally for the period of your studies.

After arriving to Hungary you still have some tasks. In the best scenario, your residence permit is already made and sent to your University. In this case you do not need to come to the Client Service of Aliens Policing for taking your biometric data (fingerprints and a picture of you). In case your residence permit was not sent to your University, you need to come to the Client Service of Aliens Policing for taking your biometric data (fingerprints and a picture of you).

Once your biometric data have been taken we send them to Budapest where they produce the cards and send them by post to the Client Service of Aliens Policing or to you University. Producing the card usually takes 10-15 days. You don’t need to worry until that as you all have your D visa in your passport which is valid for 30 days after entering Hungary. Although sometimes the residence permit card is not ready and your 30 day visa expires, in this case you need to come to the Immigration Office with a passport photo and we make a temporary residence permit for you.

When your residence permit card is about to expire – it means at least 45 days, but not more than 30 days before it expires - and you still have some semesters left, you shall come to the Immigration Office to extend your residence permit or you can hand in the request of the extension via Enter Hungary (enterhungary.gov.hu). The fee charged for the extension of a residence permit in person HUF 35 000 payable by bank card or by yellow cheque supplied by us. Extension can be done on our electronic system enterhungary.gov.hu which costs less, HUF 23 000. There is an exception though for students who owe the STIPENDIUM HUNGARICUM (STUDENT AT RISK as well), AND HUNGARY HELPS scholarships as their procedure is free of the administrative service fee.

We would like to draw your attention to the fact, that the possibility of a leniency application is no longer an option. If you hand in the request of the extension of you residence permit after it expired, your application will be rejected and you need to leave Hungary.

A successful extension

First, you fill in the application form – which is a general form – and Appendix for PURSUING STUDIES that shows your purpose of study. The Appendix for TRAINING is not acceptable! Very important: you can ask your residence permit for not longer than a 3 year period. Neither can we give it to you longer than your study/scholarship lasts. Filling in the form it’s not compulsory to put an end date as we always give out the residence permits for as long as it can be.

For the extension you need to attach the followings:

From everyone:

  • certificate of student status
  • proof of your study progress
  • bank account statement regarding the last 3 months
  • if your address hasn’t changed the copy of the accommodation registration card, if it has changed, a new accomodation card and a rental contract.

If you are a SH student, the letter of award

If you need to pay educational fees or dormitory fees because you don’t owe a scholarship you shall provide a certificate about paying issued by the university, and also a comprehensive health insurance, proof of savings on bank account

About the procedure:

During the process, the immigration office may request further documents, apart from the compulsory ones, and may take further procedural steps as well. After the application is submitted you shall be able to attach documents via Enter Hungary or via e-mail (ndr@oif.gov.hu). In case you don’t send the missing documents in the given time we have to
terminate your case according to the law and you shall give in a new application. Although that might cause some complications. So, once again the validity period of a residence permit issued for the purpose of study should be given for maximum of 3 years or until the end of your studies. The validity period of a
residence permit may not exceed the validity period of your passport. There are cases when we have to refuse an application. In case of refusal, you can make an appeal within 8 days of delivery at the Immigration Office. If the applicant introduces any new evidence in the appeal, of which he/she was aware before the decision was adopted, or if the appeal is lodged without showing cause, the Office shall dismiss the appeal without any examination. The administrative service fee for the appeal is HUF 47 000 payable by bank
card or by yellow cheque supplied by us.

Some reasons that make us refuse your residence permit extension:

  • if you have given false information or untrue facts in the interest of obtaining the right
    of residence, or misled the authority in respect of the purpose of residence;
  • if you suffer from any disease that is considered to constitute a threat to public health,
    and refuses to submit to the appropriate compulsory medical treatment;
  • if you are unable to meet the conditions set out by law;
  • if you failed to report the particulars of a genuine place of accommodation in
    Hungary;
  • if your status of the upcoming semester is passive
  • if you don’t obtain the certificate within one and half times the period of time fixed for
    basic academic and examination requirements.

Other useful things to know:

You with a valid residence permit have the right of entry without a visa and the right of residence in the territory of Schengen Member States not exceeding ninety days within a one
hundred and eighty day period. You can have a job while you are studying. During your term-time for maximum thirty hours weekly, and outside your term-time for a maximum period of ninety days as a full time job. The employer have to officially notify the authorities, that you are working for them. You shall carry the passport, residence permit and accommodation card on you at all times. When you change your location or your address you shall notify the Immigration office within three days (with the lease contract and new accommodation card). As an accommodation card you receive a sheet of paper with your personal data and a QR Code. You do not need to print the accommodation card, it is enough if you download it to your phone. You have to report in writing without delay to the immigration authority if your passport or
residence permit is lost, stolen or destroyed.

By plane

Fortunately our town, Győr is close to more airports, so you can have the choices to arrive in Budapest or Vienna or Bratislava.

Via Budapest

Hungary is small enough for you not to need to get around by air. International air traffic goes through one airport, Liszt Ferenc Airport (former Ferihegy), near Budapest.

The Airport Minibus Service has a desk at the airport, so you will find them easily. This service has a set price independent of your destination within Budapest, but you should call it 24 hours before you travel. When it's time to leave the country you can call the minibus to pick you up from your door.  Airport Minibus Service (https://www.minibud.hu/) costs approximately 8,400 HUF/ person inside Budapest. To return to the airport you must order the minibus 24 hours in advance. The transfer buses operate between the airport and five major provincial towns (Debrecen, Győr, Miskolc, Pécs, Szeged). Non-Budapest transfers can only be booked via email (info@minibud.hu) and are available exclusively for groups of at least 8 people, for which a custom quote will be issued.

A taxi from the airport to the railway or bus station should cost around 10,000 - 12,000 HUF.

Public transport provides easy access to the city centre from Budapest Airport. The bus stops are located on the arrivals level, between the two terminals.

100E Airport Express –shuttle service providing a direct connection between Ferenc Liszt International Airport and Budapest city centre

Bus line 100E Airport Express provides a direct, convenient, economical and fast connection between Liszt Ferenc International Airport and Deák Ferenc Square, a key transport hub on the Pest side of the city.

The buses run around the clock, every 7-12 minutes during the day, every 15-20 minutes in the evening, and every 30-40 minutes at night between midnight and about 3:30 a.m.

100E Airport Express passenger drop-off points on the way to the city centre:
• Kálvin tér metro station
• Astoria metro station
• Deák Ferenc tér metro station

Attention! Passengers require a special ticket for 100E Airport Express: the airport shuttlebus single ticket costs 2,200 HUF. Other types of tickets or passes are NOT accepted on this direct service.

200E – regular, scheduled public transport service to the city

Bus line 200E operates day and night between Terminal 2 and Kőbánya-Kispest metro station. At night, the route is extended to Határ út station. BKK single tickets, multi-day travelcards or passes are required for travel. (Please note that the airport shuttle bus single ticket is not accepted!)

At night (23:00-4:00), bus 200E operates to Határ út station, from where night bus lines 914, 914A, 950 and 950A will take you to the city centre.

Key stops of bus line 200E:

  • Ferihegy vasútállomás (railway station): transfers available to the network of MÁV-Start Hungarian State Railways, to reach Nyugati pályaudvar (Western railway terminal) in the city centre, or the cities of Szolnok, Debrecen, Nyíregyháza and Szeged in the eastern part of Hungary.

What is the EHKB?

The Student Committee of Foreign Affairs: A students' organisation that represents and gives assistance to international students at the University.

We help the international students, who arrive at our university to integrate, which means hungarian and international mentors assist the newcomers in their daily lives. (Get to know our education system and our daily lives.)

Our organization also supports students, who would like to travel, but have questions about the possibilities they have. ERASMUS, RUN-EU, Campus Mundi, Fullbright, IAESTE and so on. At first these won’t say much, but don’t be afraid to reach out and we will tell you everything you should know.

We organize vivid events to our students, where they can pass over their culture to the attending people. Programmes such as International Culture Night, Hungarian Culture Night or the International Food Fest and so on. Further on these events you are able to improve your language skills and make international friends.

We recommend you read about their activities on their social media platform: https://www.facebook.com/szehkb
